Early Literacy Specialist
The Early Literacy Education Specialist supports the implementation of the Nebraska Framework for School Renewal and Acceleration by providing leadership, content area expertise, and technical assistance to Nebraska schools, Educational Service Units (ESUs), teacher preparation institutions, and other educational entities related to PK-5 literacy.
- Provides expertise and technical assistance related to unfinished teaching and learning in PK-5 literacy as a result of the COVID-19 pandemic. Supports Nebraska schools and educational entities in planning for learning acceleration in the areas of early literacy, family literacy, including supporting Students with Disabilities (SWDs) and English Learners (ELs).
- Provides support related to the development and implementation of Nebraska’s strategies to advance early literacy and family literacy, including assessment, educator professional learning, and high-quality instructional materials.
- Develops and delivers synchronous and asynchronous professional learning experiences and provides technical assistance related to PK-5 literacy and acceleration of student learning.
- Provides guidance and recommendations on the selection and implementation of high-quality instructional materials and assessments for early literacy and family literacy.
- Establishes and fosters strategic partnerships with other state agencies, nonprofit organizations, postsecondary education institutions, and business and industry partners.
- Collaborates across multiple NDE offices, including Teaching, Learning, and Assessment, Early Childhood Education, Special Education, Family Engagement, Coordinated School and District Support, etc.
SUPERVISORY RESPONSIBILITIES: This position currently has no supervisory responsibilities.
WORK DIRECTION RECEIVED: Works under limited/administrative supervision

EDUCATION AND EXPERIENCE:
- Bachelor’s degree in education or equivalent Master of Arts in Teaching per 92 NAC 21, and
- four years of teaching or school administration experience in an approved or accredited Nebraska school
- or equivalent teaching or school administration experience in another state or country, and
- eligible for/possess a current Nebraska Teaching or Administrative Certificate per §79-807.

- Research best practices and new developments
- Gather, analyze, and review collected information and make recommendations
- Design and present workshops and training on areas of expertise/assignment
- Facilitate meetings to gain input, disseminate information, encourage improvement
- Facilitate changes in policies, procedures, or practices
- Master’s degree in Education, and
- five or more years of successful PK – 5 teaching experience in English Language Arts,
- and experience as a director, specialist, coordinator, department head, or administrator in a school, ESU, or other professional organization.
- Experience facilitating early literacy professional learning experiences.
· Ability to read, analyze and interpret documents such as grant solicitations or governmental regulations.
· Ability to write grant proposals and progress reports as well as routine reports and correspondence.
· Ability to respond to common inquiries about the organization from the public and/or business community.
· Ability to effectively present information to public groups, top management, and/or boards of directors.
· Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
· Ability to compute, rate, ratio, and percent and to draw and interpret bar graphs. Ability to read and interpret demographic and statistical research data.
· Ability to solve practical problems and deal with a variety of variables in unique situations.
· Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
· Ability to define problems, collect data, establish facts, and draw valid conclusions.
· Ability to interpret statistical research findings (such as Census data) and to interpret mathematical data accurately in written communications.
· Ability to plan, schedule, and manage multiple activities at once.
· While performing the duties of this job, the employee is regularly required to sit and talk or hear.
· The employee frequently is required to use hands to finger, handle or feel.
· The employee is occasionally required to stand, walk, and reach with hands and arms.
Offsite and in an office environment.
Hourly rate: $28.85 to $31.25 per hour.
